C.G.M. stands for Carmen G. Maxwell, a.k.a. "Max" Maxwell. Max had been a top animator in the early days at Harman-Ising and was essentially the production manager etc. at MGM. (And this from a guy who calls himself "Sogturtle" these days ;o)).
